The City of Lacey is seeking statements of qualifications from civil engineering consulting firms with expertise in transportation engineering, specifically urban roadway design and roundabout design. The agreement duration is approximately two years with possible extensions. The selected firm will provide preliminary engineering, final construction plans, and a cost estimate for improvements on College St SE between Lacey Boulevard SE and Interstate 5. Required improvements include pavement design, watermain replacement, sidewalk, landscaped planters and medians, and other roadway improvements. At the intersection of College Street SE & 7th Avenue SE, a landscaped multi-lane roundabout is to be designed. College St and 6th Ave will see geometric changes and signal improvements. Utilities (private, water, sewer, storm) may be undergrounded, relocated, or replaced. The work includes right of way needs assessment, right of way plan, appraisal, and appraisal review, with potential construction support. Statements of qualifications should be submitted by 5:00pm on March 6, 2026, and are limited to 10 single-sided pages at 11-point font. Evaluation criteria include recent experience with roundabouts and complex roadway design, qualifications of key personnel, current workload and resources, design approach, proficiency with SIDRA, SYNCRO, and AutoCAD Civil 3D, familiarity with relevant standards, references, and proximity to the City.
