Bids must use the provided forms and conform to all Contract Documents, including Instructions to Bidders. A bid bond, cashier's check, or certified check in the amount of ten percent of the total bid price must accompany the bid as a guarantee. A mandatory pre-bid conference is required. The successful bidder must furnish a 100% Performance Bond and 100% Payment Bond. The successful bidder may substitute securities for monies withheld as performance assurance. The successful bidder must certify Disabled Veteran Business Enterprise (DVBE) participation or good faith effort. Wages must comply with prevailing wage laws. The project is subject to labor compliance monitoring and a Project Stabilization Agreement. Bids will be awarded to the lowest responsive responsible bidder based on the base bid amount. The District reserves the right to reject any and all bids or waive irregularities. No bid may be withdrawn for ninety days after the bid opening. Pre-qualification requirements: Bidders must possess a State of California contractor's license (B classification) that is active and in good standing for the project duration.
