Question Deadline 02/27/2026 at 5:00 PM ET All questions must be submitted through the e-procurement portal Sealed bids are requested from qualified contractors to perform storm water improvements at four specified locations in Greer: Ebbitt Court, Glenwillow Court, Carolina Ave Section 1 (Lee Street), and Carolina Avenue Section 2 (Ford Street). The work to be completed includes removal and replacement of RCP, installation of catch basins with relief piping, pavement replacement, demolition of existing structures, installation of HDPE and drop inlets, headwalls with riprap outlet protection, abandonment of existing storm drain pipes with flowable fill, installation of new RCP and curb inlets, and repair of curb, gutter, and pavement. Contractors must reference the combined specifications and stormwater capital improvements attachments for detailed project requirements and are responsible for field verification of all measurements and quantities. All unit and lump sum pricing must include taxes, labor, material, equipment, overhead, delivery/pick-up, and profit. Interested companies must attend a mandatory pre-bid meeting and include with their bid a copy of their General Contractor's license, qualifications statement, a list of three references with a minimum of three years' experience on similar projects, proposed project schedule, and proof of insurance coverage. Substitutions are allowed with prior approval. Change orders are permitted only under special circumstances with written approval. The awarded contractor is responsible for obtaining all required permits and licenses, providing temporary fencing or barricades, debris removal, dust reduction, and protecting property and assets during the work. The project must be completed within approved working hours, and residents must be notified in advance of upcoming work. Liquidated damages will be imposed for delay in project completion. Contractors must comply with all applicable governmental safety standards and insurance requirements. Bids must remain binding for ninety days after the closing date. The contract will be awarded to the most responsive and responsible offeror, considering such factors as responsiveness, experience, qualifications, reputation, fees, and the quality of any alternate equipment or service proposed. Progress and final payments will be made upon receipt of approved, itemized invoices and satisfactory inspection or confirmation of service completion. No changes to bids are allowed after submission.
