The City of Richmond is soliciting bids for street resurfacing and reconstruction services for the 2026 construction season. The project includes asphalt milling and overlay, full-depth patching, and full base reconstruction on designated streets. All work shall be performed in accordance with City specifications and generally accepted industry standards. Scope of Work - Street Overlay and Reconstruction Project (2026) The City of Richmond is soliciting bids for street resurfacing and reconstruction services for the 2026 construction season. The project includes asphalt milling and overlay, full-depth patching, and full base reconstruction on designated streets. All work shall be performed in accordance with City specifications and generally accepted industry standards. Bid items shall be priced separately and shall correspond to the 2026 Bid Sheet. 1. Street Surfacing - Milling and Overlay (Base Bid) The contractor shall furnish all labor, materials, equipment, and supervision necessary to perform milling and overlay work on streets identified for resurfacing. Work shall include: o 2 inches of milling, including edge milling along hard-surfaced driveways and transitional tie-ins, to provide smooth transitions. o Hauling of all milled asphalt and debris off site to an approved disposal facility. o Cleaning and sweeping of all milled surfaces prior to paving. o Application of tack oil to all prepared surfaces. o Furnishing and installation of a hot-mix asphalt leveling course as needed to correct low areas prior to overlay. o Furnishing and installation of 2 inches of compacted Type SP asphalt overlay. o The completed surface, when tested with a 10-foot straightedge, shall not contain irregularities in excess of 1/4 inch. Quantities shown on the bid sheet are estimated using the City's GIS system and are provided for bidding purposes only. 2. Add Alternate - Full-Depth Patching The contractor shall provide pricing for full-depth patching as an added alternate. Work shall include: o Milling 6 inches of failed asphalt in designated locations. o Hauling all debris off site to an approved disposal facility. o Re-compaction of exposed subgrade using a steel drum roller. o Application of tack oil to the edges of existing asphalt. o Furnishing and installation of 6 inches of Type SR recycled asphalt. Upon completion of the 2-inch overlay, patched areas shall result in a total asphalt thickness of approximately 8 inches. 3. Full Base Reconstruction Two streets require full base reconstruction due to base failure associated with prior utility work. These streets are identified below and shall be bid as separate line items on the 2026 bid sheet. Concrete placed during prior water main replacement activities shall remain in place and shall not be removed, provided it is structurally sound and approved by the City. A. Commercial Collector Street - Full Base Reconstruction South Camden Street - from West Lexington Street to West South Street The contractor shall reconstruct the roadway section as follows: o 2 inches SP Type asphaltic concrete surface (asphalt leveling/separation course, where applicable) o 7 inches minimum asphaltic concrete base course o Concrete base course, compacted to 95% of standard maximum density o Minimum 6 inches compacted subgrade, compacted to 95% of standard maximum density B. Residential Street - Full Base Reconstruction South 2nd Street - from West Royle Street to South Camden Street The contractor shall reconstruct the roadway section as follows: o 2 inches SP Type asphaltic concrete, where applicable o 6 inches minimum asphaltic concrete base course o Concrete base course, compacted to 95% of standard maximum density o Minimum 6 inches compacted subgrade, compacted to 95% of standard maximum density
