Please specify the cost to provide each category of services (BIDS 1-3) over the life of the contract on the bid submission sheet. Contractors can select and choose which services they bid on—contractors do not need to bid on all services contained. For example, a contractor may choose to only bid on Bid #1 and not #2 and #3, and such a bid will be accepted for consideration. The lowest, responsible and responsive bidder for each bid included—Bid #1, Bid #2, and Bid #3—will be awarded the contract(s), which may result in separate contracts for each bid. This specification defines the activities required and lists the location where to conduct the activity. Bids 1-3 describe the specific services and locations in Dunstable for each category of service. Maintenance activities include spring and fall cleanups, mowing, fertilization, planting bed and turf field maintenance. Each service category is defined in greater detail in the specific subsection. Following the activity description is the list of location(s) where service will be performed. Bidders must sign and submit a "Certificate of Non-Collusion" form and a "State Tax Certification" form with the bid sheet. All sealed bids shall be mailed or dropped off on or before the specified time. Bids which are incomplete, conditional, or obscure, or which contain additions not called for, will be rejected. Bidders may correct, modify, or withdraw original bids on or before the deadline. Any bid received after the deadline will not be considered. No award will be made to any bidder who cannot satisfy that they have sufficient ability and experience in this class of work and sufficient capital and plant to enable completion of the work successfully within the time named. At the time of reviewing the bids, each bidder will be presumed to have inspected the site and to be thoroughly familiar with the areas and contract documents. The contract or contracts will be awarded within thirty days after the bid deadline, subject to the availability of funds, to the responsible and eligible bidder offering the lowest total price for all required work, provided the bid is reasonable and in the best interest of the Town of Dunstable. Payment for services will be processed as noted in the Scope of Work under Invoicing. Applicable state laws, town bylaws, and the rules and regulations of all authorities having jurisdiction will apply and be included in the contract. If services are subsequently deemed unsatisfactory and violate specifications, arrangements will be attempted, and failing that, the contract will be terminated with written notice. The contract term will begin April 1, 2026 and will end December 1, 2029.
