Renovation of a mixed-use development in Waterbury, Connecticut. Completed plans call for the renovation of a educational facility; and educational facility.
The City requires comprehensive professional design services for the expansion, renovation, and reconfiguration of the Roberto Clemente International Dual Language School campus. This includes the adaptive reuse of the existing convent building and its integration with the current elementary school building. The intent is to combine elementary and middle school grade levels on a single campus, modernize facilities to current educational, safety, and accessibility standards, and provide fully code-compliant, secure, and educationally appropriate spaces for students and staff. CLARIFICATION DEADLINE 2/26/2026 2:00 PM All questions and communications about this request for Proposal and submission requirements must be directed to the City of Waterbury ProcureWare website The selected firm shall provide full architectural and engineering services, including but not limited to the following: A. Programming and Existing Conditions Assessment o Review educational program requirements for elementary and middle school uses o Evaluate existing conditions of: o Elementary school building; o Convent building; o Structural systems; o Roofs, windows, envelope; o HVAC, plumbing, electrical, fire protection; o Site, parking, utilities; o Identify deficiencies and code compliance gaps; o Confirm suitability of convent for middle school occupancy. B. Architectural Design o Renovation and adaptive reuse of the convent building to house: o Two (2) middle school grade levels: 7-8; o Classrooms, support spaces, staff areas, restrooms; o Physical connection between convent and main school (corridor/connector); o Interior and exterior architectural design; o Window replacement in the convent building; o New roof systems for both: o Convent building; o Main elementary school building; o Space planning consistent with modern middle school standards; o Secure circulation and separation where required between grade levels. C. Structural Engineering o Structural assessment of convent and main building; o Design of new structural elements for: o Building connection; o Elevator installations- both buildings; o Roof replacements -both buildings; o Coordination with architectural and MEP systems. D. Mechanical (HVAC) Engineering o Full HVAC install in the convent building and present elementary building; o Evaluation and upgrades to HVAC systems serving shared or connected spaces; o Systems designed for: o Indoor air quality (IAQ); 3 o Energy efficiency; o Ease of maintenance; o Coordination with building automation systems (BAS). E. Electrical Engineering o Full electrical replacement in the convent building, including: o Power distribution; o Lighting; o Emergency/standby systems; o New lighting design throughout the campus, including: o Exterior/site lighting; o Coordination with fire alarm, security, and technology systems; o PA system; o Phone system for convent and full integration with main existing phone system. F. Plumbing Engineering o Full plumbing replacement in the convent building; o Restrooms, domestic water, sanitary, storm, and specialty systems; o Coordination with fire protection and HVAC. G. Fire Protection & Life Safety o Full sprinkler system design for all affected buildings; o Fire alarm systems and integration; o Fire separation, rated assemblies, and code compliance; o Life safety analysis and code documentation. H. Accessibility (ADA) Compliance o New elevator in the main elementary school building; o New elevator in the convent building; o Accessible routes between buildings; o ADA-compliant restrooms, entrances, parking, and site circulation. I. Site & Civil Engineering o Parking lot upgrades, including: o ADA parking; o Circulation improvements; o Drop-off and service access; o Site utilities coordination; o Storm water considerations; o Exterior safety and security improvements. J. Gymnasium Design o Design of a fully functional, modern gymnasium outside of the main elementary school building yet connected to both facilities, including: o Athletic flooring; o Lighting; o Support spaces as required (locker rooms, applicable restrooms, etc.); o Compliance with educational and safety standards; Conversion of existing gym space into a cafeteria space . K. Additional Required Design Elements The design shall incorporate all features typical of a modern public school, including: o Safety and security considerations; o Code-compliant egress; o Durable materials appropriate for school use; o Energy-efficient design strategies; o Long-term maintenance considerations. 5. PHASED SERVICES The firm shall provide services for all project phases, including: 1. Programming & Feasibility; 2. Schematic Design; 3. Design Development; 4. Construction Documents; 5. Bidding & Procurement Support; 6. Construction Administration; 7. Close-out and Record Documents. 6. DELIVERABLES o Written reports and assessments; o Drawings and specifications suitable for public bidding; o Cost estimates at each design phase; o Code compliance documentation; o Coordination with WPS, City of Waterbury, and regulatory agencies.
