The project consists of the paving and associated pavement restoration of approximately 12,880 square yards of First Street, Second Street, Third Street, and Fourth Street in the Village of Yeagertown, Derry Township, Mifflin County. Bidders must purchase the Contract Documents and Plans from The EADS Group, Inc. to be eligible to bid. Each bid must be accompanied by a certified check or bank draft payable to "County of Mifflin" or a satisfactory Bid Bond in an amount equal to ten percent (10%) of the total bid. The fully completed Non-Collusion Affidavit must be included with the bid. Bidders must meet Equal Employment requirements, including a 6.9% goal for female participation and a 1% goal for minority participation in the aggregate on-site construction workforce for contracts exceeding $10,000. Mifflin County is utilizing federal funds, liquid fuels, and Community Development Block Grant (CDBG) funds. Bidders must submit evidence of solicitations and commitments to minority and women business enterprises and Section 3 business concerns. Compliance with Buy America, Build America Act requirements is mandatory. The contractor should strive to meet an MBE goal of 5% and a WBE goal of 3% for contracts of $25,000 or more. For projects where HUD or CDBG funding exceeds $200,000, contractors must attempt to meet the minimum numerical goals for Section 3 workers as defined in 24 CFR Part 75.19 and 75.21. Davis-Bacon and Related Acts apply. Bids may be held for up to 60 days for review. The County reserves the right to reject any or all bids, waive irregularities, or negotiate contract amounts.
