The scope of work includes construction of a birding pavilion as part of the Somerset Lake Trail development located in Somerset Township, Somerset County, Pennsylvania. The work involves earthwork, foundations, and the pavilion structure. It also includes installation and maintenance of erosion and sediment control structures, and restoration of disturbed areas after construction is complete. Bids must be sealed and clearly marked, and must be accompanied by a certified check, bank draft, negotiable U.S. Government Bond, or a satisfactory Bid Bond in an amount equal to ten percent of the total bid. No less than the minimum salaries and wages as set forth in the contract documents must be paid on this project. The contractor must not discriminate against employees or applicants based on race, age, color, religion, sex, national origin, or handicap. There is a mandatory ratio of apprentices and trainees to journeymen required in each craft, and the contractor (and any subcontractors) must make a diligent effort to achieve these ratios. To the greatest extent feasible, training and employment opportunities should be given to lower income individuals of the project area, and businesses located in or substantially owned by project area residents should be utilized. The owner reserves the right to reject any or all bids, in whole or in part, or to waive any informality in the bidding. Bids may be held by the owner for up to 90 days for the purpose of reviewing and investigating the qualifications of bidders prior to awarding the contract.
