P.H. Broughton & Sons, Inc. is seeking qualified minority and female owned businesses for subcontracting opportunities for the City of Springfield, PW26-02-61 FY2027 Brick Street Repairs. The subcontracting areas include Concrete Work, Aggregate Base Course, Concrete Base Course, Paver Brick Installation, Saw Cutting, Traffic Control, and Trucking. Anticipated Award Date: April 7, 2026 Springfield, the capital city of Illinois and seat of Sangamon County, has a population of 114,394 as of the 2020 census. The city's economy is driven by government agencies, healthcare, and medicine, with historical significance as the home of Abraham Lincoln from 1837 to 1861. Key attractions include the Abraham Lincoln Presidential Library and Museum, Lincoln Home, Old State Capitol, Lincoln-Herndon Law Offices, Lincoln Tomb, and historic Route 66. Pre-Bid Meeting: n/a Pre-Bid Meeting/Site Visit: n/a Pre-Bid Location: n/a This improvement shall consist of the removal and replacement of brick street pavement and incidental items at selected locations throughout the city. The general locations are listed in the attached schedule. Included in the work incidental to the basic construction, will be backfill, seeding, and curb, driveway, or sidewalk work adjacent to some patching locations. The contractor shall submit a schedule of the order of progression of work at the pre-construction conference, and it shall be subject to the approval of the City Engineer. The completion date for this contract is November 30, 2026. The anticipated work locations are listed below. This list is for estimation purposes only. Exact work locations will be determined by the engineer. The City reserves the right to add or delete work locations from this list at its sole discretion. Governor St - Park to Amos Governor St - Douglas to MacArthur State St - Lawrence St to Canedy Capitol Av - 7th-9th Current Goals (Set Annually by Springfield Community Relations Commission) 1. MBEs: 11% of total contract dollar amount. 2. FBEs: 7% of total contract dollar amount. 3. Minority workers: 18% of total hours worked per trade. Female workers: 3% of total hours worked per trade.
