Washington County Utah ("County") includes extensive lands managed by the State of Utah ("State"). The residents of and visitors to the County rely upon these lands for recreation. Recreation opportunities contribute to the high quality of life in the County by providing healthy activities as well as economic returns from tourism and related industries. These benefits compel the County to work in partnership with the State to create high-quality recreational trails on land managed by the State. b. This trail construction project will be part of a broader development involving the construction of a trailhead and event venue area. The event venue and trailhead will be constructed by others under a separate contract and not as part of the scope of work in this RFR The trailhead, event area, and trail system as a combination will be used primarily as a venue for state and national level races for the Utah High School Cycling League (UHSCL) and the National Interscholastic Cycling Association (NICA). The construction of the event venue area and trailhead facilities will commence in summer of 2026. c. Funds for the construction of the Desert Color Trail Construction: Phase 1 comes from County funds. Washington County Utah has secured a Federal grant, a state grant, and set aside County funds to complete approximately seven (7) miles of non-motorized natural surface singletrack trail at Desert Color Trail System for mountain bikers, adaptive mountain bikers, hikers, and trail runners. These trails will provide shared-use opportunities for the mentioned modalities, be used for trail-based events, provide trails for adaptive mountain bikers, and as mountain bike-optimized trails.
