The project consists of pavement preservation and accessibility improvements at multiple locations throughout the City of Newton, Iowa. The work generally includes milling and hot mix asphalt (HMA) overlay of existing asphalt streets, full-depth pavement patching at designated areas, and associated surface restoration as shown in the contract plans. In addition, the work includes construction and replacement of ADA-compliant sidewalk curb ramps, detectable warning panels, and associated sidewalk, curb and gutter, and pavement removal and replacement at selected intersections and crossings. All pedestrian facilities shall be constructed to meet current ADA requirements and applicable standards. The work shall commence upon issuance of the Notice to Proceed, and shall be completed on or before September 30, 2026. Each bidder must provide bid security as defined, and the successful bidder will be required to furnish a corporate surety bond for the faithful performance of the contract, in an amount equal to 100% of the contract amount. The bid must contain no condition except as provided in the specifications. No bid may be withdrawn for sixty calendar days after receipt of bids. The City reserves the right to reject any or all bids and waive informalities. Minority business enterprises are encouraged to submit bids and will not be discriminated against on the grounds of race, color, or national origin. Liquidated damages of $1,000.00 per calendar day will be assessed for work not completed within the designated contract term.
