Construction of residential street, curb and gutter, sidewalks, and utilities within Arbor Estates Third Addition. Sealed proposals must be filed before 10:00 A.M on March 24, 2026, in the office of the Public Works Director, 303 W. 4th Street N, Suite 501, Newton, Iowa 50208. Each bidder shall accompany its bid with bid security in an amount equal to 5 percent of the total amount of the bid. The bid shall contain no condition except as provided in the specifications. If the bidder fails to execute the contract and furnish an acceptable Performance, Payment, and Maintenance Bond or provide a Certificate of Insurance within ten days after acceptance of the bid by the City, the bid security may be forfeited or cashed by the City as liquidated damages. The contractor and subcontractors shall use sales tax exemption certificates issued for this project. Preference will be given to products and provisions grown and coal produced within the State of Iowa, as lawfully required under Iowa statutes. Work on the improvement shall commence upon approval of the contract by the Council and as stated in the Notice to Proceed. All work under the contract must be complete on or before November 30, 2026. At said hearing, the Council will consider the plans, specifications, proposed form of contract, and estimated total cost for the project, the same now being on file in the office of the City Clerk, 403 W. 4th Street N, Suite 501, Newton, Iowa 50208, reference to which is made for a more detailed and complete description of the proposed improvements, and at said time and place the said Council will also receive and consider any objections to said plans, specifications, estimate of cost, and form of contract made by any interested party. The Surety hereby stipulates and agrees that the obligations of said Surety and its bond shall be in no way impaired or affected by any extension of the time within which the Jurisdiction may accept such bid or execute such Contract; and said Surety does hereby waive notice of any such extension. A pre-bid conference will not be conducted for this Project.
