Site work for a water / sewer project in Mount Morris, Illinois. Completed plans call for site work for a water / sewer project.
Proposed construction improvements include replacing existing lead water service lines on both the public and private sides of the right-of-way, as detailed in the Plans and Specifications. Public replacements will run from the water main to the right-of-way, and private replacements will run from the right-of-way line to the meter connection point. All bids must be tabbed with a DBE Advertisement and checked in by the Village Clerk's office prior to bid time. Any bidder attempting to deliver after the opening time and date will be refused. Bidders must comply with all applicable laws and regulations, including the Procedures for Issuing Loans from the Public Water Supply Loan Program (35IAC Part 662), the Davis-Bacon Act, the Employment of Illinois Workers on Public Works Act, the Illinois Works Jobs Program Act, and the federal Build America, Buy America Act requirements. Bidders are required to undertake specified affirmative efforts at least sixteen days prior to bid opening with documentation of efforts, as detailed in the specifications. Compliance with the President's Executive Order No. 11246, as amended, is required. Bid security must be furnished as detailed in the Instructions to Bidders. Not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project. The Village reserves the right to reject any or all bids or to waive any informalities. Bids may be held for a period not to exceed 180 days for review and loan approval. Questions received less than seven days prior to the date for opening of Bids may not be answered
