Work is located north of NW MacArthur Lane and west of NW 10th Street. Construct Little Walnut Creek Headwaters Wetland and Greenway including all labor, materials and equipment necessary for approximately 45,000 CY of excavation and spreading for the construction of forebays, wetland pool areas and earthen embankments, a concrete weir outlet structure, storm sewer, erosion control, surface restoration and miscellaneous associated work, including cleanup. All work and materials are to be in accordance with the proposed plans, specifications, form of contract and estimate of cost now on file in the office of the City Clerk of Waukee, Iowa. All proposals and bids shall be submitted to the City Clerk on or before the stated deadline. Proposals must be made on official bidding blanks furnished by the City, sealed, and plainly identified. Each proposal must be accompanied by bid security in an amount equal to ten percent (10%) of the bid, either as a certified or cashier's check or bid bond. Failure to submit proper bid security will result in forfeiture as liquidated damages if the successful bidder fails or refuses to enter into a contract and post bond within 10 days after award. A resident bidder shall be allowed a preference against a nonresident bidder from a state or foreign country if preference is required by that state or country. Bidders must submit a completed Bidder Status Form. The Council reserves the right to reject any or all bids, to waive informalities or technicalities, and to accept the bid deemed in the best interest of the City. Acceptance of any proposal may be deferred up to thirty (30) calendar days from the deadline. The successful bidder will be required to furnish bonds in an amount equal to one hundred percent (100%) of the contract price, issued by a responsible surety and approved by the City Council. Bonds guarantee the faithful performance of the contract, prompt payment to all supplying materials or labor, and maintenance of improvements for not less than four (4) years from acceptance by the City. Work must commence within ten (10) calendar days after the Notice to Proceed. Wetland seeding and native seeding must be completed by June 30, 2026. All work must be completed by September 30, 2026. Damages of $500 per calendar day may be assessed for delays past these dates. Sales tax for material purchases is not to be included; exemption certificates will be issued upon contract acceptance. Payment to the contractor will be made by monthly estimates at ninety-seven percent (97%) of the value of completed work, with final payment per contract documents and Iowa statutes.
