Site work and new construction of an educational facility in Las Cruces, New Mexico. Completed plans call for the construction of a educational facility; and for site work for a educational facility.
All submissions must be made through the NMSU online bidding system, completed by the proposal deadline. Proposal submissions should not exceed fifty single-spaced, single-sided letter-sized pages in a font no smaller than 12 point. The front and back covers, debarment and suspension certificate, non-collusion certificate, Letter of Transmittal, copy of In-State preference certificate, required or requested attachments, blank dividers, table of contents, and forms required by Federal requirements are not counted against the page limit. Resumes must be included as separate attachments, should not exceed 2 pages each, and will not be included in the page limit. Requests for clarification should be submitted upon identifying any ambiguity, inconsistency, or error in the RFP, through the Q&A board in the Pistol Pete's Bidding System. Only NMSU Procurement Services is authorized to answer questions regarding the RFP. Respondents may not communicate with any NMSU personnel regarding the RFP, other than those in NMSU Procurement Services. Unsolicited contact with the Evaluation Committee or any NMSU department or personnel is grounds for disqualification. Any addenda will be available through the online bidding system. NMSU is not responsible for technical issues or user errors; proposals not uploaded by the deadline will be rejected. NMSU may, at its sole discretion, extend the submission deadline by written addendum. Any proposed exceptions to NMSU's standard terms and conditions must be explicitly noted in the proposal. A Respondent may withdraw and upload an amended proposal before the deadline. NMSU may cancel or modify the RFP in whole or in part at its discretion. Any proposal may be rejected in whole or in part when in the best interest of NMSU. NMSU will select the most advantageous Responsive Proposal. All costs related to the RFP are the responsibility of the Respondent. Neither issuing the RFP nor selecting a Finalist obligates NMSU to enter into an agreement. Proposals will remain confidential until an agreement is reached. Information claimed by Respondent to be proprietary must be marked as such and will be separable to facilitate public inspection of the non-confidential portion. If confidential status is challenged, Respondent is responsible for defense and related costs. Submission certifies that the Respondent has not acted in restraint of competition. If debarred or suspended, the Respondent will not be considered for an award. New Mexico law allows other governmental entities to contract for services under the terms of the agreement; NMSU will not be a party to such engagements. All applicable state and municipal laws, ordinances, and rules and regulations apply and are deemed included in the contract. The laws of the State of New Mexico shall govern the agreement. Formal acceptance of NMSU's Terms and Conditions is required to be considered for award. Additional points are available for resident business, Native American resident business, resident veteran business, and Native American resident veteran business status, subject to certification issued by the State of New Mexico.
