The City of Burbank Water and Power (BWP) Department is seeking to select a primary qualified general contractor and a secondary contractor to help assess potential sites and, after site selection by BWP, deploy the underlying electric infrastructure (make-readies) and EV charging stations. Proposals must be provided in two separate files uploaded to PlanetBids: a technical proposal (uploaded as the "Response File") and a price proposal (uploaded as the "Cost File"). The technical proposal must not include any price information. Email, hand delivered, or facsimile submittals will not be accepted. Direct bidder contact with city staff regarding this RFP will not be accepted and could subject the bidder to disqualification. Only wet signatures are accepted in the proposal; digital or font signatures are not acceptable. All questions must be submitted electronically via PlanetBids. Submitted proposals may be rejected if they do not conform to RFP requirements or are incomplete or inapplicable. The City reserves the right to waive irregularities and to reject all proposals without liability for expenses incurred in proposal preparation. No contractor or subcontractor may be listed on a bid proposal or awarded a contract for public work on a public works project unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. It is the bidder's responsibility to become familiar with the solicitation documents in their entirety. Bidders must submit all questions through the City's Online Bid Management System.
