THE CITY OF BURBANK WATER AND POWER (BWP) DEPARTMENT IS SEEKING TO SELECT A PRIMARY QUALIFIED GENERAL CONTRACTOR (CONTRACTOR) AND A SECONDARY CONTRACTOR TO HELP ASSESS POTENTIAL SITES AND, AFTER SITE SELECTION BY BWP, DEPLOY THE UNDERLYING ELECTRIC INFRASTRUCTURE (MAKE-READIES) AND EV CHARGING STATIONS. The Contractor will be responsible for designing EV charging station projects and deploying the electrical infrastructure which includes substructure, panels, and stubouts after the electric meter. BWP staff will pull wires and install the EV charging stations. For utility infrastructure before the electric meter, the Contractor will be responsible for the substructure such as conduits, vaults, and transformer foundations, but not for the electric equipment such as utility transformers and power cables. The City of Burbank is soliciting competitive proposals and seeking to select a primary qualified General Contractor ("Contractor") and a secondary Contractor to help assess potential sites and, after site selection by Burbank Water and Power (BWP), deploy the underlying electric infrastructure. BWP may elect to use the services of the secondary Contractor if the primary Contractor is unavailable, suspended, terminated or otherwise unable to perform the services. BWP plans to deploy commercial EV charging stations owned and operated by BWP for access by the general public, employees, and/or fleet vehicles. BWP and the City of Burbank have developed an initial list of potential sites. The actual number of sites and charging stations will require further analysis and is not confirmed at this point. While BWP intends to deploy charging stations primarily on public land (public parking lots and structures, streets for curbside charging), BWP may also consider deployment at privately-owned properties. No interpretation or clarification regarding this RFP will be made verbally to any firm.
