The scope of work includes approximately 2,000 SY of milling and profiling, Superpave WMA binder and wearing course, base repair, ADA ramps, replacement of inlet, and all necessary appurtenances and restoration for said construction. There are Add Alternates for an additional 2,100 SY of roadway milling and resurfacing. The project is being financed, in part, by a CFA Multimodal Transportation Fund grant. Contractor to comply with all applicable conditions set forth by the grant program. All bidders are required to buy the Bid Documents in PDF format for a non-refundable deposit of $125.00 from QuestCDN using project number 9945947. Any technical questions regarding the bid documents are to be directed to LSSE. Bids will be publicly opened and read aloud via video conference. Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Borough. The bid must be accompanied by a bid bond in the amount of ten percent (10%) of the bid, made payable to the Borough of Midland to guarantee the bidder's entrance into the contract if given the award. The Borough reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Procurement is subject to all requirements of the Pennsylvania "Steel Products Procurement Act, Act No. 1978-3"; for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply. Bidders will be required to comply with Title VI of the Civil Rights Act of 1964.
