Lebanon is preparing for a major water infrastructure upgrade intended to support rapid civil and industrial growth. A multi-phase wholesale water supply project has been outlined by Lebanon Utilities and Citizens Energy Group to expand system capacity beyond the existing 4.6 million gallons per day. The plan includes Phase 1 providing 2 million additional gallons per day by 2027, Phase 2 adding 10 million gallons per day by 2028, and Phase 3 bringing total expansion to 25 million gallons per day by 2031. The project is funded through State Revolving Fund loans administered by the Indiana Finance Authority. The infrastructure investment is valued at approximately $560 million and is intended to ensure long-term water availability for large-scale industrial and technology users in the district. As of August 12, 2026, the project is in planning. The project was recently announced in the press. Information regarding the architect and general contractor has not been disclosed.
