The Sanitary Ditch CSX Crossing project consists of the removal of existing storm sewer infrastructure and the installation of new storm sewer improvements to enhance drainage performance. Installation of storm sewer beneath an active CSX railroad corridor will use jack and bore construction methods to avoid disruption to railroad operations. Roadway will be reconstructed on State Road 39 after the installation of the new storm sewer. Additional improvements include grading to establish positive drainage and the construction of new storm sewer end sections and headwalls. Substantial Completion Date: 04/30/2027 Final Completion Date: 05/28/2027 Bonds: 10% Bid Bond, 100% Performance Bond, 100% Payment Bond. Est. Completion Date: Nov. 30, 2026 Pre-Qualification: Yes No bidder may withdraw their proposal within a period of sixty (60) days following the date set for receiving bids. The Owner reserves the right to retain the three lowest bid proposals for a period of not more than ninety (90) days, and said proposal shall remain in full force and effect during said time. The Owner further reserves the right to waive informalities and to award the contract to the lowest and most responsible bidder or bidders, all to the advantage of the Owner, or to reject all bids. No consideration for escalation on prices can be considered; therefore, bidders are advised to not include any such escalation clauses in their proposal for this project. BID SECURITY: Each bid shall be accompanied by an acceptable bid bond in the amount equal to 10 percent of the total bid price executed by an incorporated surety company in good standing and qualified to do business in the State of Indiana and whose name appears of the current Treasury Department Circular 570. BONDS: The Contractors to whom work is awarded shall be required to furnish a Performance Bond and a Payment Bond, each in the amount of one hundred percent (100%) of the contract price, and they shall be acceptable to the Owner. QUALIFICATION OF BIDDERS: Bidder and Bidder's Sub-Contractors performing work type, must be on the most current Indiana Department of Transportation Pre-Qualified Contractors list at the date of the Bid Opening for the types of work involved with this project, including, but not limited to HMA patching, traffic control, storm sewer removal, pipe abandonment, storm sewer installation by both open cut and jack and bore construction methods, grading to provide positive drainage, and restoration. All contractors, suppliers and subcontractors shall demonstrate 5 years of progressive experience in work similar in nature to this project. Any general or subcontractor that has outstanding fees or inspections or has outstanding work-related, performance, or quality issues with the Owner may be deemed as non-responsive or non-responsible.
