The City of Guntown requests proposals from qualified firms or individuals to provide engineering services for work related to a Water Infrastructure project, potentially funded by HUD - Community Development Block Grant, Appalachian Regional Commission, State Revolving Loan Fund, or other state and federal funding agencies. The required services include preparation of a preliminary cost estimate to be used in the application and project engineering services if the project is awarded. The Engineer will be responsible for all engineering services through project closeout in accordance with federal, state, and local regulations and policies. The scope of work includes, but is not limited to: preparing a preliminary cost estimate and preliminary engineering report; preparing plans and specifications if a grant is awarded; distributing bid documents; assisting in bid opening and preparing bid tabulation; assisting in the execution of construction contracts; holding a pre-construction conference; performing construction inspection including periodic reports to the City of Guntown; and approving all payment requests. All proposals must be submitted in a sealed envelope marked “Proposal for Engineering Services.” Proposals will be evaluated based on Qualifications (40 points), Experience (40 points), and Capacity for Performance (20 points). To be properly evaluated, proposals must include detailed information regarding: qualifications of the person(s) assigned to the project; information regarding the firm's experience and prior projects, including the type and amount of grants awarded, activities, and project status; and identification of the number and title of staff assigned to provide services. Minority-owned Business Enterprises (MBEs), Woman-owned Business Enterprises (WBEs), and Section 3 eligible businesses are encouraged to submit proposals.
