The objective is to perform stump grinding, stump spoil removal, and site restoration work typically between the curb and sidewalk in the right of way throughout the City of Milwaukee, specified for six project areas within South, Central, and North Forestry Districts. All assigned work, up to the maximum contract dollar amount, must be completed by a set date, beginning five working days from the issuance of the Notice to Proceed. There is a 25% SBE (Small Business Enterprise) requirement for the contract, and the SBE Compliance Plan (Form A), along with certificates, must be submitted with the bid. Incomplete or inaccurate plans will render a bid unresponsive. Bid security of $500 is required. Bidders should submit bids either via Bid Express or by email, following the provided electronic bid and bond instructions. All contractors awarded contracts of $25,000 or more must participate in training for the City’s contract compliance software and report timely subcontractor payment information. The Prime Contractor must also train on and use the City’s Labor Compliance Reporting Software to provide payroll information. All new bidders are required to attend a Pre-bid Workshop to review specifications, bid preparation, and submission requirements for bid acceptance; previous bidders are exempt but may contact the Contract Administrator for questions.
