Unit price bids are invited for the furnishing of materials, equipment, labor, and incidentals necessary to effect certain replacement of existing drainage culverts and/or structures and construction of new to improve the drainage infrastructure within the City of Pass Christian. Bids must be addressed to the City of Pass Christian and marked as required. Electronic bids must include a document representing the cover of the envelope with the specified criteria. All plan holders are required to have a valid email address for online registration, and bid documents are non-refundable and must be purchased through the provided website. No partial sets of drawings or project manuals will be issued and no contract documents will be issued within twenty-four hours of the time indicated for receiving bids. Minority and women's business enterprises are solicited to bid as prime contractors and are encouraged to inquire about subcontracting opportunities. All bidders must make positive efforts to use small and minority-owned business and women business enterprises. A certified check, bank draft, negotiable U.S. Government bonds, or a satisfactory Bid Bond in the amount of $5,000 shall be submitted with each bid. Bidders must indicate their Certificate of Responsibility Number on the outside of the sealed proposal and must possess a current commercial contractor's license from the Mississippi State Board of Contractors in the correct classification for the work described. The City reserves the right to consider additional relevant factors, including skill, business judgment, experience, facilities, previous conduct, quality of previous work, financial ability, honesty, and integrity, as well as the right to reject any or all bids or waive informalities.
