Bidders are responsible for checking the designated site for any addenda to the ITB documents before submitting their bids. Bids are due no later than 2:00 pm on the specified due date and late bids will not be accepted. The estimated expense for this contract will be $1,750,000-$2,200,000. Bids must include: a statement as to whether the bidder is a resident bidder as defined in ORS 279A.120(1)(b), confirmation of compliance with the provisions of ORS 279C.800 to 279C.870 or 40 U.S.C. 3141 et seq. regarding prevailing wages, and a bid bond, certified check, or cashier's check in the amount of ten percent (10%) of the maximum contract amount on the County's Bid Guaranty Form if required. The County may reject any bid not in compliance with all prescribed public bidding procedures and requirements, and may reject for good cause any or all bids if it is in the public interest. Washington County reserves the right to reject any or all bids and to waive any informalities in the best interest of the County. Bidders are solely responsible for ensuring receipt of their bid by the Procurement Division. All bidders must be registered with the Oregon Construction Contractors Board prior to submitting bids, and failure to be registered will be sufficient cause to reject a bid as non-responsive. Licensing for working with asbestos is not required for this project. Bidders must conform to the requirements of the bid documents and all related, applicable laws. The contractor must demonstrate that an employee drug and alcohol testing program is in place and that employees engaged in the construction, reconstruction, or maintenance of the project have tested negative for drugs and alcohol or have entered a rehabilitation program. ODOT Pre-qualification is required for this solicitation. The estimated expense for this contract will be $1,750,000-$2,200,000. Last Date to Submit Questions:March 9, 2026, 5:00pm Washington County is seeking the services of a qualified vendor based on the requirements in this solicitation and in accordance with the following: Attachments D & E - Books 1 & 2 2. 3.2. Overview and Purpose A. This bid will be for the Washington County Urban Road Maintenance District (U.R.M.D.) as well as roads funded by the County's Road Fund. Special and Technical provisions of this bid document apply to Washington County and U.R.M.D. where the word County, Department or Agency is used. B. The Work to be done under this Contract consists of the following in Washington County located within U.R.M.D (Type II Slurry): 1. Implement temporary traffic control and temporary pollution control measures 2. Coordinate all work advanced notifications such as door hangers, and no parking sign 3. Trim vegetation adjacent to and above the roadway related to contract operations 4. Removal of existing pavement markings prior to slurry seal 5. Mix design for Type II Slurry Seal shall include 1% cement (unless otherwise directed) 6. Place approximately 315,000 FT of Crack Seal 7. Place approximately 315,000 SY of Type II Slurry Seal 8. Place approximately 103 FT of thermoplastic longitudinal pavement markings 9. Place other pavement markings and markers as required 10. Additional and incidental Work as called for by the Specifications C. The Work to be done under this Contract consists of the following in Washington County located within Road Fund (Type III Slurry): 1. Implement temporary traffic control and temporary pollution control measures 2. Coordinate all work advanced notifications such as door hangers, and no parking signs 3. Trim vegetation adjacent to and above the roadway related to contract operations 4. Removal of existing pavement markings prior to slurry seal 5. Mix design for Type III Slurry Seal shall include 2% cement (unless otherwise directed) 6. Place approximately 40,000 FT of Crack Seal 7. Place approximately 40,000 SY of Type III Slurry Seal 8. Place approximately 28,000 FT of thermoplastic longitudinal pavement markings 9. Place other pavement markings and markers as required 10. Additional and incidental Work as called for by the Specifications D. Contractor must be ODOT prequalified for ACP services (Asphalt Concrete Paving and Oiling).
