Site work for a water / sewer project in Saint Helens, Oregon. Completed plans call for site work for a water / sewer project.
The scope of work is for replacing and upgrading critical components of the St. Helens Courthouse Docks to improve the safety, functionality, and longevity of recreational boating facilities. The work includes the removal of approximately 1,244 linear feet of existing wooden bull rails; fabrication and installation of approximately 1,244 linear feet of new steel tube bull rails with associated bolts and hardware; and furnishing and installing 118 heavy-duty dock cleats. The objective is to deliver fully operational and safe boating facilities that meet user needs while adhering to safety and quality standards. Instructions to bidders: Bids must be submitted in writing on the prescribed City Offer form, in a sealed envelope plainly marked with "SEALED BID" and specifying the project name and project number, along with the bidder's name, address, and telephone number, and the bid opening date. All bids must be prepared and signed in ink by an authorized representative. Facsimile bids will not be accepted. Each bid must include a statement agreeing to comply with the applicable provisions of ORS 279C.838, 279C.840, or the Davis-Bacon Act. Bidders must identify if they are a resident bidder as defined by ORS 279A.120. The successful bidder must obtain a city business license and be licensed by the Oregon Construction Contractor's Board or State Landscape Contractors Board, as applicable. Each bid must be accompanied by a certified check, cashier's check, surety bond (bid bond), or irrevocable letter of credit, in an amount equal to 10% of the total bid amount. The successful bidder must also provide a faithful performance bond and a labor and material payment bond, each for 100% of the contract amount, and show proof of a public works bond and insurance before commencing work. Bids are only valid if the bidder is on the City's Official Plan Holder List. Bidders must not discriminate in obtaining subcontracts and must comply with all applicable federal, state, and local laws, ordinances, and civil rights statutes. The City reserves the right to reject any or all bids in accordance with public bidding procedures and requirements. No Pre-Bid Conference is scheduled for this project.
