Bids shall be on a Unit Price basis. Each bidder must provide bid security as required by Iowa Code Section 26.8, as well as a corporate surety bond for the faithful performance of the contract in an amount equal to 100% of the contract. The bid security must be 5% of the bid amount and be submitted in the specified formats. All contractors and subcontractors are responsible for pre-employment drug screening and must submit an acknowledgment of their drug and alcohol testing policy with the bid. Preference will be given to Iowa products, provisions, and domestic labor as required by Iowa law. Resident bidders will be given preference over nonresident bidders as prescribed by statute. The City of Cedar Rapids reserves the right to reject any and all bids, to waive informalities and technicalities, and to defer acceptance of any proposal for 60 calendar days after the bids have been received and opened.
