Site work for a civil project in Cedar Rapids, Iowa. Completed plans call for site work for a water / sewer project.

Scope of Work The CMAR Contract will include the following services and Work: Preconstruction (Phase 1) services for two Project design packages Rehabilitate existing Solid Contact Clarifiers No. 1 and No. 2 Install one (1) new High Service Pump, one (1) new chlorine scrubber, and one (1) new rehabilitated generator Well house and related pipeline, chemical injection vault, and ASR chemical improvements. Construction of a new Aerator Structure with two new Aerators Construction of a new filter building with four (4) to seven (7) dual media filters, filter backwash pump station, and backwash reclaim tank and pump station. Modify the disinfection system including chemical feed points and appurtenances Construct associated site/civil, electrical, structural and SCADA/instrumentation improvements CMAR shall construct the project, as designed, within the agreed-on price and schedule, through commissioning and startup and to final completion. The following Project-specific objectives are provided to give Proposers a better understanding of the Project and the work to be performed. o Increase the Capacity of the NWTP: o Package 1 includes: Rehabilitate existing Solid Contact Clarifiers No. 1 and No. 2. rocure and install one (1) new High Service Pump and one (1) new chlorine scrubber. Install one (1) used diesel generator procured by the Owner. Replace and modify existing (8) filter influent and (8) backwash valves and actuators. Equipment pre-purchase for equipment included in Package 2. Well house, related pipeline, and chemical improvements for the addition of an Aquifer Storage and Recovery (ASR) well on site (well will be constructed by others). Associated site/civil, electrical, structural and SCADA / instrumentation improvements. o Package 2 includes: Construct a new aerator structure with two new aerators. Construct a new filter building with four to seven dual media filters, filter backwash pump station, and backwash reclaim tank and pump station. Modify the disinfection system including chemical feed points and construct additional piping and/or a chlorine contact tank / ground storage tank based on available funding. Associated site/civil, electrical, structural and SCADA / instrumentation improvements. CMAR Phase 1 scope shall be per the CMAR 525 Agreement between Owner and Construction Manager at Risk (a draft version will be published with the RFP) including, but not limited to: o Provide Construction Emergency Response Plan and Site Safety Plan o Develop Quality Assurance and Quality Control Plan including document management and storage procedures o Provide an Environmental Management Plan o Participate in all design progress status meetings and provide recommendations on constructability and value engineering aspects to Owner and Engineer. o Coordinate sequencing of construction and trade packages. o Identify long-lead equipment procurement items, if any. o Develop a design evolution log and cost impacts of each design decision. o Generate a baseline project cost model and illustrate all cost trends through design development and continuously update construction cost estimate. o Identify self-performed work or subcontracted work for Phase 2 Construction. o Develop draft schedule of values and all forms/documents to be used during Phase 2 for each Package. o Develop and maintain detailed project schedule utilizing the Critical Path Method (CPM). The CMAR will oversee Project and shall coordinate with the City and Engineer throughout the process. CMAR Phase 2 scope shall be per the CMAR 525 Agreement between Owner and Construction Manager at Risk (a draft version will be published with the RFP) including, but not limited to: o Procure all equipment, labor, and materials required to complete construction of the Project. CMAR may self-perform work as allowed per Iowa Code Chapter 26A. o Generate and maintain detailed Project schedule and communicate any schedule changes to the City. o Maintain Project compliance with City, County, State, and Federal regulations. Project will be financed with State Revolving Fund (SRF) loans. CMAR is responsible for maintaining the Project in compliance with all jurisdictional requirements. o CMAR shall provide shop drawings and schedules to the Engineer for review, comment, and/or approval. CMAR will interface with the Engineer / Owner and the Subcontractors. o CMAR shall accommodate for inspections to be performed by the Resident Project Representatives (Owner and Engineer) including engineering support and coordination as necessary. o CMAR shall review, prepare and submit all product submittals as required by Contract Documents. Submittals shall be approved before commencement of construction. o CMAR will submit detailed/technical contractor RFIs to the City/Engineer for review. o Coordinate construction activities with and lead assigned testing, commissioning, startup, and training activities, coordinating with Owner's O&M staff to minimize impacts o Before Project completion, CMAR shall develop closeout punch list with City, Engineer, and trade(s) responsible after Substantial Completion walkthrough. All items shall be corrected before Project is complete. CMAR may hold multiple completion walkthroughs throughout the Project. Question Cut Off Date 4/1/2026 04:00:00 PM (CT)
