This project will install a new debris rack along Nine Mile Creek upstream of Belvoir Boulevard in the City of Cleveland. The debris rack will prevent large woody debris from entering and causing maintenance issues inside of the Belvoir Boulevard culvert crossing, as well as help to extend the life of the culvert by preventing damage from large woody debris. A permanent access road for long-term maintenance of the debris rack will also be installed. The access road will be located within the Cities of Cleveland and Cleveland Heights. The work is listed in detail in Section 01 11 00 Summary of Work. All bids must be submitted electronically through NEORSD's OpenGov portal. Vendors must register their free account with OpenGov in order to submit their bids. Prospective bidders are strongly encouraged to frequently monitor the OpenGov project page for project updates and addenda. Bidders shall review the Instructions to Bidders and all other contract documents prior to submitting a bid. The contract will be subject to NEORSD policies and goals regarding the use of small business enterprises (SBE), with a goal of 13% SBE for this contract. All questions regarding the contract documents shall be submitted through the OpenGov portal. The NEORSD reserves the right to reject any and all bids and to waive any informalities or irregularities in the bids received.
