The Economic Development Authority of the City of Newport News is seeking proposals from qualified developers for the adaptive reuse of the West Avenue Library located at 2907 West Avenue, Newport News, Virginia 23607. The purpose is to solicit redevelopment proposals for the historic library building, which has been vacant since 2013. The building is eligible for historic rehabilitation tax credits and presents a significant opportunity for creative and imaginative redevelopment that aligns with the goal and priorities for downtown Newport News. Relevant background documentation, building assessments, and environmental studies are provided as attachments. Proposals must be submitted via the City’s e-procurement portal. The instructions require firms to furnish the goods and/or services as described, with sealed bids received no later than the specified due date. Question Deadline 03/31/2026 at 1:00 PM ET There is not a pre-proposal conference scheduled for this project. Method of contractor selection has not been determined at this time.
