The Economic Development Authority of the City of Newport News is seeking proposals from qualified firms to furnish the goods and/or services described for the adaptive reuse of the former Greek Orthodox Church at 2591 West Avenue, Newport News, Virginia. The purpose is to solicit redevelopment proposals for this site, which is positioned in the C3-regional business district within downtown Newport News and overlooks the James River. Extensive due diligence has been completed, informing conceptual reuse options such as a restaurant with elevated interior and waterfront dining, an event or entertainment venue, and a combined restaurant and event space. The property is part of a designated historic district, making it eligible for historic rehabilitation tax credits, and the project aims to create a landmark destination that supports local businesses, strengthens the waterfront, and contributes to downtown revitalization. Proposals will be received via the city’s e-procurement portal. Question Deadline 03/27/2026 at 1:00 PM ET Questions regarding this Request for Proposals (RFP) must be submitted in writing through online. The purpose of this Request for Proposals (RFP) is to solicit redevelopment proposals from qualified developers for the adaptive reuse of the former Greek Orthodox Church, owned by the Economic Development Authority of the City of Newport News, Virginia (EDA) and located at 2591 West Avenue, Newport News, Virginia 23607 (Parcel ID # 315010102). 2.2. Scope of Work Offerors shall propose terms and conditions for the adaptive reuse of the property identified at 2591 West Avenue, in addition to detailed plans and schedule for the proposed utilization and occupancy of the property. Offerors shall demonstrate through their proposals the capacity, ability and experience, including financial capacity with respect to both the proposed property transaction, and also proposed future use of the building. The selected Offeror shall negotiate and enter into a development agreement and other agreements necessary for the adaptive reuse of the property with the Newport News Economic Development Authority. Method of contractor selection has not been determined at this time.
