Site work and paving for a sidewalk / parking lot in Marshfield, Wisconsin. Completed plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

Replacement of 825 square yards of asphalt parking lot, crack filling and sealcoating of the remaining parking lot which is in good condition, and parking space striping of the entire parking lot at the USDA-ARS EIDMRU Lab in Marshfield, WI. Repair Parking Lot - 1 Job. Vendors are strongly encouraged to visit the site to meet requirements under FAR 52.236-3, Site Investigation and Conditions Affecting the Work. Questions shall be submitted via email to david.hildebrand@usda.gov and are due no later than March 6, 2026, at 12:00 PM Central Time. This will ensure enough time to respond before the solicitation period ends. Please include the solicitation name and number as the subject line of the email. Period of Performance: 05/01/2026 to 09/30/2026 Replacement of 825 square yards of asphalt parking lot, and crack filling and sealcoating of remaining parking lot which in good condition, and parking space striping of entire parking lot at the USDA-ARS EIDMRU Lab in Marshfield, WI. 2.0 Background: The EIDMRU Lab building parking lot is in need of crackfilling and sealcoating for the majority of the parking lot with replacement of some areas (825 square yards total) due to sinking and cracking. The areas needing replacement will require excavation of those areas to remove and dispose of the existing asphalt and 18 inches of subgrade material prior to installation of 10 inches of new subgrade breaker run and 8 inches of compacted base course. The lot will be paved with WisDOT spec type MT58-28S asphalt mix compacted to 3.5 inches in two lifts. A tack coat will be used prior to the surface course. The areas in good condition to be seal-coated will have all cracks routed and filled, and seams between concrete and asphalt routed and filled. After the asphalt replacement and sealcoating is completed, the parking areas will be paint striped to match the pre-existing parking area strips. CONTRACTOR REQUIREMENTS 3.0 Technical Requirements/Tasks: Asphalt lot replacement area = 825 square yards Replacement incudes: -Saw cutting of asphalt replacement area -Removal and disposal of removed asphalt -Removal and disposal of 18 inches subgrade material -Furnish and install 10 inches breaker run and 8 inches base course -Fine grading, watering, and compaction of base course material -Pave with WisDOT spec type MT58-28S asphalt mix compacted to 3.5 inches in two lifts. A tack coat must be used prior to installation of surface course. Parking lot crackfilling and sealcoating -Route and fill asphalt cracks -Clean out and fill seams between asphalt and concrete -Apply 2 coats of sealcoat to entire area except replacement area -Sealcoat shall be a bio-based product such as BioSealcoat (Aexcel Corp.) Parking lot paint striping -After replacement and sealcoating is complete, paint stripe parking areas similar to pre-existing parking lots including 2 handicapped areas in front lot -Striping paint shall be a bio-based product such at BioStripe (Aexcel Corp.) Quote must include a description of all materials and services to be provided as part of the package, including materials, labor, travel/deliveries, and bid bonding. If items deemed necessary in the above technical specifications are not included in the quote, the quote may not be reviewed. 4.0 Government Furnished: No government property or equipment will be provided 5.0 Deliverables / Schedule: The site of this work is at the USDA-ARS EIDMRU lab and office located at 2615 Yellowstone Drive, Marshfield, WI 54449. All work at the site must be conducted during normal business hours of 7am and 5pm Monday through Friday unless scheduled in advance with facility staff. Contractors must notify the USDA technical POCs (Matt Akins-715-391-3246) and Joe Hattamer at least 1 week before anticipated start of the package implementation to ensure the plans work with the staff's schedule, and coordinate work schedules around other building projects. 6.0 Travel: Worksite location is the USDA-ARS EIDMRU lab and office located at 2615 Yellowstone Drive, Marshfield, WI 54449. All travel and delivery of materials to the site must be included in the quote. 7.0 Contractor's Key Personnel: Key personnel for the contractor include the technical representative to determine the correct materials, and the staff in charge of implementation. 8.0 Security Requirements: No special security requirements will be needed for vendors working on the project at this location since all work will be completed outside the building.
