The Morgantown Utility Board seeks proposals from qualified Engineering Consultants for Professional Services to provide Construction Inspection services for proposed upgrades and expansions of certain water, sewer, and storm facilities. The services may include inspection activities for construction of water mains, water booster stations, water storage tanks, tank painting, sewer mains, sewage pumping stations, storm mains, and related constructions. The contract is anticipated to last one year, with the possibility of extension for up to two additional one-year periods, based on mutual agreement. Inspection services may be continuous or intermittent on-call depending on project needs. Interested consultants must register by submitting a written Expression of Interest (EOI) to the Morgantown Utility Board. The EOI can be a brief letter or email expressing interest and requesting the detailed Request for Qualifications (RFQ). After submitting an EOI, consultants will receive the RFQ and must follow the required procedure, including submission of a Statement of Qualifications (SOQ). Based on the SOQ review, firms may be invited for interviews, which may occur virtually or in-person. Evaluation and selection will be based on demonstrated competence and qualifications in accordance with West Virginia regulations. The Morgantown Utility Board reserves the right to reject any or all responses and to waive any informality in the evaluation or selection.
