Sealed bids must be addressed and clearly marked as specified, with the responsibility for proper and timely submission resting solely with each bidder. Bids submitted by mail must be certified or registered with return receipt requested. Late bids will not be accepted or opened. Contract Documents may be purchased only by bidders and at their own expense from the designated provider. Contractors are required to purchase the complete set of documents. All bids must be accompanied by a Bid Guaranty in the form of either a Bid Guaranty or Contract Bond for the full bid amount, or a certified check, cashier's check, or irrevocable letter of credit for ten percent (10%) of the bid amount.
