No definite date for the rebid.** The Department of California Highway Patrol (CHP) is soliciting bids from firms that are able to provide HEATING, VENTILATION, AND AIR CONDITIONING (HVAC) REPLACEMENT SERVICES Bids must address all of the services described in Exhibit A entitled, "Scope of Work" that is included in the Proposed Agreement Forms/Exhibits section of this IFB. Exhibit A contains a detailed description of the services and work to be performed as a result of this IFB including those terms in the referenced exhibits. California Law Requires Disabled Veterans Business Enterprise (DVBE) participation. All bidders for this solicitation, must meet the minimum DVBE participation requirement of 5%. Bidders are eligible to receive a DVBE incentive for their participation. For more information regarding this option, see section M of the IFB entitled "Preference and Incentive Programs. Question Deadline 03/12/2026 at 11:00 AM PT Bidders shall submit questions via email to JAMES.BELLEFEUILLE@chp.ca.gov. Sitewalkthrough notes: A sign-in sheet will be provided at the walk-through. All prospective bidders must sign-in prior to the start of the walk-through. Late sign-in will not be accepted. Bidders that arrive after the walk-through has started will not be allowed to sign-in. No bid will be considered from a Contractor that did not sign-in at the mandatory walk-through. 1. Contractor agrees to provide to the Department of California Highway Patrol (CHP), San Bernardino Area office, the services described herein: furnish all supplies, materials, tools, equipment, labor, personnel, and supervision; pay all taxes, insurance, bonds, license and permit fees, and all other direct and indirect costs necessary to provide one (1) unit of Heating, Ventilating and Air-Conditioning (HVAC) Replacement and Installation Services in accordance with the terms set forth in this Agreement. CHP is in need of replacement and installation of one (1) four-ton HVAC unit at its San Bernardino Area office. Unit to be replaced is the Unit #7 servicing the auto technician room, Evidence Room, and a portion of the hallway. Work detailed in this Scope of Work (SOW) is under the jurisdiction of the CHP, who will execute the contract documents, coordinate with the Contractor as necessary and conduct inspections to ensure the work is conducted in strict accordance with the SOW. No deviations from the SOW will be permitted without concurrence by the CHP Facilities Coordinator. A. Contractor shall furnish all transportation, labor, new materials, services, training, insurance, and equipment needed to complete this project. B. All removed material must be recycled where possible and debris, including packaging material must be removed off-site. C. Contractor shall ensure all existing surfaces and materials designated are to remain protected from damage. Contractor will also be responsible for the conduct of his/her subcontractors and is solely responsible for repairs of any damaged state property. D. Any roof leaks caused by the installation will be the responsibility of the Contractor. E. Contractor must field verify all measurements encompassed by the project and is solely responsible for their accuracy. F. Unforeseen conditions shall be reported to the CHP Facilities Coordinator immediately and will be evaluated on a case-by-case basis. G. Provide owner with operator and maintenance manuals. H. Contractor shall attend a pre-construction meeting with the CHP Facilities Coordinator and the on-site contact, at which time the Contractor will provide a work schedule and any job-related submittals, including shop drawings. 6. WORK: Contractor shall: A. Remove existing unit, purchase, and install one new 4-ton HVAC package unit. B. Lock out/tag out power supply to unit. C. Disconnect all existing voltage. D. Meet current Title 24 requirements. E. Remove and dispose of the existing equipment, including refrigerant recovery and disposal per Environmental Protection Agency (EPA) requirements. F. Crane lift existing unit and life new unit into place. G. Replace all mounting hardware, seal supply and return air ducts to unit. H. Furnish and install weather-tight sealant on all seams, joints, and connections to ensure a full weather seal I. Install new disconnect with seal tight and seal tight fittings. J. Furnish and install necessary line voltage and control wiring from existing source to new equipment. K. Provide and install necessary gas line and condensate line from unit to existing lines. L. Furnish and install programmable thermostat compliant to Title 24 requirements. Honeywell model or equal. M. Furnish and install filters with a minimum efficiency reporting value rating of 13. N. Remove lock out/tag out power supply to unit. O. Contractor shall remove all debris, including packaging materials from the jobsite daily. P. Provide equipment check, test, and start up. Q. Provide portable units to keep office areas comfortable during the installation. 8. Warranty: Upon 100% completion and final inspection, Contractor hereby guarantees that the work will be completed in accordance with the requirements of the contract. Warranty shall be one (1) year on workmanship and two (2) years on general materials, and five (5) years on HVAC unit.
