Sealed proposals are invited for the Lead Service Line (LSL) Replacement Project, IEPA Number L17378. The project involves the replacement of lead water service lines, as described in detail in the contract and related documents. Bidders must carefully review all contract documents and inspect the work site and surrounding area to familiarize themselves with all local conditions, including subsurface and concealed conditions, affecting the work. All Prime Contractors planning to submit bids must attend a mandatory pre-bid meeting. Proposals must be submitted electronically by the deadline specified. Required uploads include various certifications such as nonsegregated facilities, bid rigging and rotating, debarment, compliance with domestic materials requirements, applicable IEPA DBE forms, Build America, Buy America Act certification, and the completed proposal form. Proposals must be accompanied by a bid bond of at least 5% of the bid amount. Successful bidders will also be required to provide performance and payment bonds for the full contract price and supply certificates and policies of insurance as required by the contract. Contractors must have at least five years of experience and must be licensed plumbing contractors in Illinois or have a licensed plumbing subcontractor. Compliance with prevailing wage rates and all relevant federal, state, and local regulations is required. The procurement is subject to regulations for loans from the Illinois Environmental Protection Agency, the Davis-Bacon Act, the Employment of Illinois Workers on Public Works Act, Illinois Works Jobs Program Act, the Build America, Buy America Act, and affirmative efforts for disadvantaged business enterprises as specified in the contract documents. Bidders must also comply with the President's Executive Order No. 11246, as amended, concerning nondiscrimination in employment.
