Renovation of a multi-residential development in Carbondale, Pennsylvania. Completed plans call for the renovation of a 74-unit multi-residential development.

Scope of Work includes, but is not limited to: removal of existing window A/C units; cutting, removal, and disposal of select exterior wall panels; removal of drywall and metal studs at perimeter walls; spray-foam insulation of exterior walls; stud out exterior walls with new framing and drywall; and installation of seventy-four (74) through-wall P-TAC units. All bids shall be clearly marked “SEALED BID - DO NOT OPEN” on the exterior of the envelope. Bids will be received until 10:00 AM, Thursday, March 26, 2026, at the administration offices of the Carbondale Housing Authority, located at 2 John Street, Carbondale, Pa. 18407, at which time they will be publicly opened and read aloud. Construction documents are available beginning 12:00 Noon, Monday, March 9, 2026, by request via email. Documents will be issued as PDF files; bidders are responsible for printing hard copies. A non-mandatory but strongly encouraged Pre-Bid Conference will be held at the project site. Bidders must notify joe@descipio.com that they are bidding the project to ensure receipt of all addenda. Each bid must be accompanied by a 10% Bid Security in the form of a certified check, bank draft, U.S. Government Bond, or acceptable Bid Bond made payable to the Housing Authority of the City of Carbondale. The successful bidder shall furnish Performance and Labor & Material Payment Bonds acceptable to the Authority. This project is funded in part through the HUD Capital Fund Program and is subject to Prevailing Wage Rates, Section 3, and Equal Employment Opportunity requirements as stated in the Bid Documents. The Authority reserves the right to reject any or all bids or to waive any informalities in the bidding process. Bids shall remain valid for sixty (60) calendar days after the bid opening. The total construction period is 180 calendar days. Each successful Prime Contractor is responsible for obtaining and paying for all permits, licenses, and fees required for their scope of work and must provide proof to the Authority.
