The work on this project will include but is not limited to the replacement of 541 linear feet of sanitary sewer line and 5 manholes, also 3 inlets, and mill and overlay of approximately 2,239 square yards of 8th Avenue and High Street. Bidders’ proposals must be accompanied by a certified check, certified bank treasurer’s check, bank cashier’s check, or bid bond in the form provided in the Contract Documents. A satisfactory corporation surety shall provide security in an amount equal to 10% of the base bid, naming the City of Carbondale as payee or obligee. A Non-Collusion Affidavit of Contractor will be required to be signed and notarized prior to the award of any contract. A no-lien agreement will be required to be signed and filed by the contractor before any work begins on the project. The project constitutes public works and is subject to provisions of the Pennsylvania Human Relations Act and Davis Bacon Wage Determination. All proposals shall be irrevocable for sixty (60) days after the bid opening date and must be accompanied by a 10% bid guaranty, payable to the Owner. Bidders must submit documentary evidence of Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid. The Owner reserves the right to reject any or all bids and to waive any or all irregularities, mistakes, omission informalities relative thereto.
