Proposals must be submitted in an opaque, sealed envelope marked with the project description, proposer's name, address, and telephone number. The envelope should be addressed and delivered to Durand Area Schools, Attention: Director of Finance. Each proposal must be an original, signed hard copy, with two additional copies and a flash drive containing the proposal. Oral, telephonic, telegraphic, facsimile, or email proposals are not accepted. Late proposals will be rejected without consideration. Proposals will be opened by authorized School District personnel and one witness at the established deadline. After opening, all proposals are open to public inspection, subject to Michigan law. Proposers may submit an "Intent to Respond" via email, and may request clarification of the RFP in writing up to the deadline for clarifications. All clarifications and addenda will be distributed to proposers who submitted an Intent to Respond. Proposers are responsible for confirming receipt of all addenda and for all costs incurred during proposal preparation or negotiation. The School District reserves the right to waive irregularities, accept or reject any or all proposals, request additional information, and determine responsible proposers. Grounds for rejection include failure to conform to requirements, unreasonable price, or any other reason applied consistently. All proposal information must be based solely on the RFP and its addenda or written clarifications. Each proposer releases the School District from any claims related to the RFP process or contractor selection.
