The contractor must meet all technical acceptability requirements by being registered in SAM without exclusions, submitting recent and relevant past performance for a minimum of two similar contracts completed within the last five years, and providing a technical proposal describing how the work will be performed. Prior contracts must include the contract number, project title, description of work performed, and a point of contact. A valid North Carolina Marine or Building contractor's license is required. All questions must be submitted by March 13, 2026, at 2:00 PM ET, and quotes must be submitted electronically by March 23, 2026, at 2:00 PM ET. A site visit is scheduled for March 11, 2026, at 9:00 AM ET, and interested offerors must RSVP no later than March 9, 2026, at 4:00 PM ET. Remove and dispose of up to 36 Pilings up to 12 inches in diameter from the USACE existing Pier, Piling clusters, underwater pilings, and any piling debris at Topsail Beach, NC. If additional pilings are found the Contractor shall submit a Condition Found Report (CFR) to the Contracting Officer's Representative (COR). 2.2. Removal meaning all pilings vertically or horizontal within the designated area shall either be cut at the seabed floor (Horizontal) or removed entirely (Vertical) all Pier bracing, crossmembers and Peir debris.
