North Miller Avenue Roadway Improvements consists of all labor, material, and equipment necessary or required to complete all proposed improvements as set forth in the specifications and construction plans. Work includes milling of existing asphalt roadway, installation of new asphalt roadway, roadway striping, installation of signage, curbing, sidewalk, compliant handicap accessible ramps, adjustments to storm sewer structure castings, installation of concrete aprons, and topsoiling/hydroseeding. An alternate for storm sewer repairs is also part of the project. Bidders may obtain Bidding Documents from the Township's Consulting Engineer upon payment. Each Bidder must purchase the Bid Documents from the issuing office in order to submit a bid. Bids must be submitted on the bid forms provided, enclosed in a sealed envelope labeled "North Miller Avenue Roadway Improvements" and addressed to the Township of Carneys Point. Bids must be accompanied by a Certificate of Surety and a bid security in the form of a certified check, cashier's check, or bid bond in the amount of 10% of the total bid, but not more than $20,000. The contract will be awarded to the lowest responsible bidder whose proposal conforms to the requirements. All bidders are required to provide copies of contractor and subcontractor business registration certificates. All contractors and subcontractors must comply with the Public Works Contractor Registration Act and Disclosure of Ownership requirements. The successful bidder must comply with the New Jersey Prevailing Wage Act, provide Performance and Payment Bonds each in the amount of 100% of the contract price, comply with Affirmative Action requirements, and furnish an Initial Project Manning Report upon execution of the Agreement. The contractor is also advised of their responsibility to file an annual disclosure statement on political contributions if applicable. The Township reserves the right to reject any and all bids and to waive any informalities or minor defects.
