The project involves the construction of a regional storm water retention pond on Remington Avenue in front of the Butler-Mason YMCA, next to the E-911 building. A concrete flow control structure will be constructed to utilize the additional storage capacity and provide a reduction in flow exiting through a small orifice in the structure. This retention pond will reduce flooding potential at the Clanton and Margaret intersection, and reduce impacts to Briley's Lake. The majority of the work consists of excavation and does not require a licensed utility contractor to submit a bid. All materials, labor, equipment, and other work required for the construction must be furnished. Bids must be sealed and plainly marked for the E-911/YMCA REGIONAL RETENTION POND. The following documents must be completed, executed, and submitted: Bid Form (Section 00410), Bid Bond (Section 00430), Statement of Bidder's Qualifications (Section 00450), Contractor's Oath and Non-collusion Affidavit of Subcontractor (Section 00451). Bidders are required to review the insurance requirements stated in Section 00730 - Supplementary Conditions. A Certified Check or Bid Bond amounting to not less than ten percent of the Bid is required as a guarantee, and separate Payment and Performance Bonds each for one hundred percent of the Contract will be required. All bonds and insurance documents must be executed or counter-signed by a licensed resident agent of the surety or insurance company, with a place of business in the State of Georgia and in compliance with Georgia insurance laws. The City reserves the right to reject any and all bids, waive informalities, advertise, and/or award the contract as deemed in its best interest.
