Sealed proposals will be received only from previously pre-qualified general contractors. A cashier's check or bid bond in an amount not less than five percent of the bid amount (but not more than $10,000) must accompany the proposal. Performance and statutory Labor and Material Payment Bonds and insurance will be required at contract signing. Bid documents will be sent electronically to prequalified general contractors. Only general contractors who have completed the prequalification process within the stated time limits and are properly licensed by the State Licensing Board for General Contractors will be considered for prequalification. A mandatory pre-bid conference will be held for all general contractor bidders intending to submit a proposal, and bids from those not attending will be rejected. The project will be bid excluding taxes and will require completion of specific accounting forms. Certificates of exemption from sales and use tax will be issued only to properly licensed contractors and subcontractors.
