The work involved in this project consists of spraying trees, shrubs, and other unwanted vegetation in various reaches of the levees of the Waterloo Flood Control System. Target vegetation shall include plants that obstruct the efficient operation of structures, prevent proper maintenance of the levee, or threaten the safety of the levee. Bids must be submitted on the items listed in the proposal, with unit bid price and bid item extension clearly written or typed. A computer-generated spreadsheet may be submitted in lieu of the designated section of the Form of Bid or Proposal, provided it contains all required information and the signature of the Prime Contractor. The total bid (with alternates, if applicable) must be indicated in the designated space on the Form of Bid or Proposal. All bids must be accompanied by a certified or cashier's check, certified share draft, or bid bond (on the provided form), payable to the City of Waterloo, Iowa, in the amount of not less than five percent (5%) of the bid submitted, as security that the Bidder will enter into a Contract and furnish required bonds. If a bid bond is used, it must be signed by both the Bidder and the surety or surety's agent, with supporting Power of Attorney. The successful bidder will be required to furnish a Performance Bond and a Payment Bond within ten (10) days after forms are presented, each in an amount equal to one hundred percent (100%) of the contract price. A Maintenance Bond, also for 100% of the contract price, must be filed before final payment. Liquidated damages in the amount of one thousand dollars ($1,000.00) per day will be assessed for each working day beyond the authorized completion date. A pre-construction conference must be attended by the prime contractor, subcontractors, and City Officials before work commences. Compliance with Resident/Non-Resident Bidder requirements is required and each bid must include a completed Bidder Status Form. Sales Tax Exemption Certificates will be provided for materials or supplies used in the performance of city-let contracts.
