Turnkey Design & Build: Fiber Optic Extension to Virgil Radio Tower. Accepting Bids. Question Deadline 03/31/2026 at 4:00 PM ET Addendum Issued (if any) 04/03/2026 To Savannah Hempstead, Clerk of the Cortland County Legislature Technical Contact: Scott Roman, Director, Emergency Response & Communications The successful Proposer ("Contractor") shall provide all labor, supervision, equipment, materials, permits (as specified), and incidentals to deliver a complete, fully tested fiber connection, including: Field verification survey and constructability review; confirmation of route and quantities; identification of conflicts and risk mitigations. Detailed engineering and design (OSP/ ISP) including construction drawings, splicing/ termination plans, and restoration/ traffic control plans as required. Utility coordination and pole attachment processing with pole owners (e.g., National Grid and Verizon) including make-ready tracking and scheduling. Right-of-way (ROW) and road occupancy permitting support with local authorities for underground segments; coordination of traffic control and restoration. Construction of aerial plant, underground conduits/ handholes, and building entrances at both endpoints. Supply and installation of 48-strand single-mode fiber optic cable (single jacket, single armor or County-approved equal). Splicing, termination (LC connectors), labeling, and end-to-end testing (including OTDR) with complete test reports.
