The City of St. Augustine is seeking sealed responses for the construction of the Dr. Robert B. Hayling Freedom Park Plaza. The scope of work includes, but is not limited to, earthwork to increase elevation; installation of a concrete plaza, pavers, and asphalt pathways with handrails; construction of seat walls; hardscape features; landscaping and irrigation utilities as depicted in the construction documents. The park will remain open to the public during construction, so appropriate screening and/or fencing must be maintained. If logo screening is required, the City can provide approved logos. The installation of a statue of Dr. Robert B. Hayling is included and requires the contractor to coordinate delivery from the sculptor's gallery in Palm Coast, FL, to the park in St. Augustine. The statue must be properly wrapped and protected during transport and remain concealed until the plaza dedication. The contractor must coordinate with the Citys Project Manager for delivery, scheduling, inspection, and installation. The goal is for substantial completion by end of October 2026, with a dedication to follow in late November. The attached construction documents are for bidding purposes and will be finalized prior to award based on information gathered during solicitation. Bidders must include a list of proposed subcontractors, qualifications for similar projects, and a bid bond form. Required qualifications include at least two completed similar projects in the last five years, appropriate licensing for general or underground contracting, three references (with at least one from a similar project and no more than one from the City of St. Augustine), and a valid business tax receipt from the appropriate jurisdiction. Bids must be submitted through the Procurement Portal, and all required forms must be included. A bid guaranty of five percent is required. After award, the contractor must execute the standard contract, furnish required bonds, insurance certificates, and other documentation before work begins. Failure to comply with response or contract requirements may be grounds for rejection. Additional instructions cover local business preference, protest procedures, and requirements for maintaining a drug-free workplace and non-collusion affidavits. The City reserves the right to accept or reject any or all bids, waive irregularities, and award as deemed in the City's best interest.
