Sealed bids are invited for furnishing all labor, materials, tools, equipment, and supervision necessary for the following work: - Deep foundation system: auger cast piles. - Building and equipment foundations including excavation, concrete, testing, and backfill work. - Underground piping including but not limited to excavation, bedding, installation, testing, and backfill for the following systems: natural gas distribution pipeline (including jack-and-bore beneath existing rail, open trench installation, and cathodic protection system), storm sewer manholes and piping, service water piping, fire protection piping, potable water piping, sanitary drain manholes and piping, process drains piping. - Oil/water separator. - Underground electrical duct bank. - Grounding. - Electrical manholes. - Finish grading at former spoils piles. - Contractor shall hire the special inspector(s) as required in the Technical Specifications. Muscatine Power and Water is building a combined heat and power plant at its existing power generation facility site in Muscatine, Iowa. The Project will consist of a combustion turbine generator, a heat recovery steam generator, and auxiliary equipment including tanks and pumps. Major equipment and auxiliaries will be housed within a building. Anticipated Start of site Construction: May 5, 2026. Anticipated Substantial Completion: October 9, 2026. The bid opening will only be broadcast online. Bids submitted after the designated time will not be received or considered. Work shall be in accordance with the Bid Documents on file at the office of Muscatine Power and Water. Commencement of contract is required within 15 calendar days of written authorization to proceed with contract completion on or before the specified date. Proper PPE is required to access the work site for pre-bid meetings. Instructions to bidders include contacting the Project Specialist for bid submission details, adhering to submission deadlines, and ensuring compliance with all requirements outlined in the Bid Documents. Bids must be complete with all required labor, materials, and services specified in the scope of work. Any bids received after the deadline will not be considered.
