The Sullivan County Commissioners will receive sealed bids for an Emergency Watershed Protection Project for stream stabilization at 2431 Route 220 Highway, Muncy Valley, PA 17758. The contractor shall provide all equipment, labor, materials, and supplies necessary to complete the work. NRCS and/or the Sullivan County Conservation District will provide quality assurance inspection, and all materials must be approved by the inspector prior to use. All in-stream required work must be completed in accordance with in-stream restrictions on Muncy Creek, between June 1 and September 30, 2026, unless a variance from the PA Fish and Boat Commission is obtained. Each bidder is required to bid on the total project. Each bid must be accompanied by a bid bond or certified check payable to 'Sullivan County' in the amount of 10% of the total bid. The successful bidder must provide a performance bond or certified check to the municipality in the amount of 100% of the contract and a payment bond or certified check in the same amount within ten business days after the contract is awarded. This project is subject to PA Prevailing Wages Project Rates in accordance with the Pennsylvania Prevailing Wage Act. Funding is provided through the NRCS Emergency Watershed Protection Program and the Department of Environmental Protection. Bids may be held by Sullivan County for up to sixty days from the date of opening for review and bidder qualification verification.
