Demolition, site work and new construction of a bridge / tunnel in Prosser, Washington. Conceptual plans call for the demolition of a bridge / tunnel.

The work consists of preparing Plans, Specifications, and Estimate for the replacement of a bridge on Oak Street at the Columbia Irrigation District (C.I.D.) Canal Crossing, south of the Bowles Road intersection at milepost 1.10. The improvements include removal/demolition of the existing bridge, design of a substructure, superstructure, deck, bridge rail system, including approach guardrail as needed, evaluation and potential upgrades to bridge approaches, and load ratings for the new bridge. The consultant is to minimize closure duration, and use of rapid installation bridge systems is encouraged. The consultant is also responsible for the design of a suitable detour route for public access during bridge closure. Major features include: site assessment, geotechnical investigation, traffic control and detour plan utilizing improved existing County right of way, design of new guardrail system meeting WSDOT standards and M.A.S.H. compliance, environmental documentation and permit preparation, WSDOT documentation and coordination, preparation of Plans, Specifications, and Estimate, load ratings to meet state and FHWA standards, right of way acquisition per WSDOT guidelines if necessary, review of shop drawings and construction assistance, and any other customary or necessary work for a fully functional bridge in compliance with the 2026 WSDOT Standard Specifications, WSDOT Bridge Design Manual, and applicable regulations. Submittal instructions: Submittals must include firm name, phone and fax numbers, name of Principal-in-Charge and Project Manager, and number of employees for each firm proposed on the project. Submittals will be evaluated and ranked based on qualifications of the proposed Project Manager, qualifications and expertise of the firm, ability to meet schedule, approach to the project, familiarity with WSDOT/FHWA standards, past performance/references, and approach to meet the DBE or SBE goal.
