Site work for a development in Muncy Valley, Pennsylvania. Completed plans call for site work for a development.
The Sullivan County Commissioners will receive sealed bids for an Emergency Watershed Protection Project for stream stabilization at 1410 Champion Hill Road, Muncy Valley, PA 17758. The contractor shall provide all equipment, labor, materials, and supplies necessary to complete the work. Quality assurance inspection for the work will be provided by NRCS and/or the Sullivan County Conservation District, and all materials must be approved by the inspector prior to use. All in-stream required work must be completed in accordance with in-stream restrictions on Muncy Creek between June 1 and September 30, 2026, unless a variance from the PA Fish and Boat Commission is obtained. Work under this contract must be completed within 14 days upon delivery of the Notice-To-Proceed. Each bidder is required to bid on the total project. Each bid must be accompanied by a bid bond or certified check made payable to 'Sullivan County' in the amount of 10% of the total bid. The successful bidder must provide a performance bond or certified check and a payment bond or certified check to the municipality, each in the amount of 100% of the contract, within ten business days after the contract is awarded. This project is subject to PA Prevailing Wages Project Rates as published by the Department of Labor and Industry. Funding is provided through the Natural Resources Conservation Service's Emergency Watershed Protection Program and the Department of Environmental Protection. Bids may be held by Sullivan County for up to sixty days from the date of opening for the purpose of reviewing the bids and investigating the qualifications of bidders prior to awarding the contract. The Sullivan County Board of Commissioners reserves the right to reject any or all bids, to waive any irregularities, or to negotiate contract amounts. The scope of work includes the installation of 208 ft . of Stacked Rock with R- 7 Toe Rock protection installed to the top of bank (approximately 6 ft high , shown on the Planview Drawing ). Work also includes final grading and seeding of disturbed areas.
