The Sullivan County Commissioners are accepting sealed bids for an Emergency Watershed Protection Project for stream stabilization at 718 Edkin Hill Road, Muncy Valley, PA 17758. Bidders must provide all equipment, labor, materials, and supplies necessary to complete the work. Quality assurance inspection will be provided by NRCS and/or the Sullivan County Conservation District, and all materials must be approved by the inspector before use. All in-stream work must comply with in-stream restrictions on Muncy Creek, between June 1 and September 30, 2026, unless a variance is obtained. Work must be completed within 14 days of the Notice-To-Proceed. Mobilization / Demobilization, Stream Diversion & Dewatering , Stacked Rock Wall & Fence , R7 Riprap Toe Protection ,Topsoiling /Seeding / Mulching Each bidder must bid on the total project and submit a bid bond or certified check for 10% of the total bid. The successful bidder must provide a performance bond and a payment bond, each for 100% of the contract value, within ten business days after contract award. The project is subject to PA Prevailing Wages and is funded through NRCS and DEP. Bids may be held for up to sixty days for review and qualification investigation. The Sullivan County Board of Commissioners reserves the right to reject any or all bids, waive irregularities, or negotiate contract amounts.
